Fewer Special Ed. Students? Or Fewer Identified?

We don't have fewer students in Special Education. It Just happen that fewer of them are identified. Because before there is a little number of people who are devoted in identifying these child's. but as the years goes by.. more and more people become interested and devoted to this field which is Special Education.

My Professor said that, as the technology goes higher and years goes by, more and more Special Education Students will show up and identified.
